PAYE Modernisation Seminar

Whitney Moore hosted a breakfast seminar on Wednesday, 16 May 2018 addressing the upcoming reform of the PAYE system, which is due to come into effect on 1 January 2019. The legislative framework for the reform is the Finance Act 2017. Ruth Kennedy, Principal Officer with the Revenue and programme manager for PAYE Modernisation, presented the seminar.
Some of the changes discussed were:
- The abolition of P30s, P45s, P46s, P60 and End of Year Returns
- The overhaul of the Revenue Online System (ROS)
- The replacing of the tax deduction card (P2C) with a Revenue Payroll Notification (RPN); and
- The issuing of a monthly statement by Revenue which will be deemed the monthly return where no corrections are made before the due date
It was noted that, as of 1 January 2018, the basis of assessment under Schedule E will change from an earnings basis to a receipts basis and that, from June 2018, onwards Revenue will request an employee list from all employers in order to get RPNs for 2019 correct from the start of next year. The good news for employers is that it is hoped the PAYE Modernisation will minimise the cost of compliance in addition to reducing the time taken to ensure compliance.
